Revised national curriculum published
by spring 2027
We therefore will aim to publish the final revised national curriculum by spring 2027 – giving schools four terms to prepare for the changes.

Taking all of these factors into account, we have decided that we should fully implement the new full national curriculum for first teaching from September 2028.

We will also seek to update corresponding AS and A levels to be ready for first teaching in 2031 and 2032, as the cohort progresses to 16 - 19.

The qualification is expected to be first taught in schools at the same time as the teaching of the revised GCSEs following the Curriculum and Assessment Review.

Method
The original 114-observation harvest is preserved in timeline-harvest-2026-08-22.json. Records were grouped by exact canonical URL. For each URL, the first_published_at observation is preferred as the canonical dated record; all distinct harvest fields are retained in sourceFields.
Every one of the resulting 58 URLs was then reviewed against this criterion:
> Include an official source only when its page identity directly records a curriculum or GCSE > reform decision, consultation, subject-content change, assessment-policy change, implementation > milestone, or the official reform programme hub.
Routine statistics and results, current assessment administration or materials, generic corporate and rolling pages, enforcement cases, post-16 or vocational-only policy, retrospective research without a reform decision, and unrelated guidance were excluded. The review ledger records the GOV.UK Content API description used during review, the decision, reason and harvest-observation count for every URL.
scripts/finalize-reform-readiness.mjs fails closed if a harvest URL is unreviewed, a review URL is missing from the harvest, a reviewed count changes, duplicate URLs survive, or the included count differs from the review ledger. The release build runs that finalizer before rendering the page.
Limitations
- Baseline 0 is a policy-source ledger, not a measure of implementation or resource readiness.
- The source set began with three bounded GOV.UK searches and six seed paths; it is not every document government may publish about future reform.
- GOV.UK page identities, descriptions and publication dates can change. A new or changed source must receive an explicit review decision before it can enter the published timeline.
- Inclusion means relevant to the ledger's scope, not endorsement of a policy or evidence that a stated timetable will be met.
- PDF page references use the PDF page shown in the source document. The page builder omits a page suffix when the source has no page number rather than rendering a blank or
undefinedcitation.
